I pulled 140,000 lbs super b trains through the Canadian Rockies, prairies, Ontario and Quebec with a 450 hp 1,550 tq Mercedes.
Yes it was a dog, but it did good on fuel.
Some modern engines (Detroit’s) are sluggish when new, but the ecms are programmed to operate at reduced power during a break in period, then get to full power closer to 80,000 miles.
    Not sure about the Cummins.

It could since it's a new truck. Maybe wait till it out of warranty for more power.

500 vs 565 doubtful any "butt" dyno would be able to feel any difference. Edit Why would the boss order the X15 Efficiency Series?

    Frauded is just funny

Sticker on his engine says 1850 ft-lbs torque at 950 RPM. 500 HP at 1700 RPM. Engine is governed to 1700 RPM

The new fuel-efficient ratings build upon the class-leading low-end torque that is readily available at 1,000 rpm. Customers who traditionally opted for a 485 hp or 500 hp rating to access 1,850 lbs.-ft. of torque can now benefit from the superior fuel economy of operating at a lower rpm while satisfying performance expectations.
Customers that typically operate in high-load conditions (gross combined vehicle weight over 80,000 lbs.) or in mountainous terrains, and want to achieve better fuel economy should consider the 1,850 lbs.-ft. torque ratings.

    Torque moves weight, not HP.

We didn't "order" it. This dealership found this truck at another dealership in another state. We even told him that the truck had everything we wanted except the higher engine output...and his response was that it could be turned up to where we wanted.

All of our other trucks are 550hp and will outperform this truck in every aspect. I can absolutely my "butt dyno" can feel the difference. The '07 379 I just came out of is rated 530hp and will run circles around this truck.

It doesn't really matter as my productivity series X15 is governed to 2000 RPM but makes peak HP at right around 1500 and never goes up from there. I also own a 600 HP Signature, a 565 CM870.. and this 500 X-15 does just fine. I haul loads up to 88K with mine and it is a great powerplant.

The 1700 RPM governor seems to be the big issue here since we can't have the actual power level uprated. I have spoke to somebody high on the food chain at Cummins yesterday. He basically said this X15 500 Efficiency model is indeed capped (locked) in every aspect...but then couldn't explain how I was able to get a tech to disable the downshift protection so it would accelerate downhill. Said that the technician should not have been able to manipulate that feature. I believe that may be on the chassis side of the ECU and not the engine. Also had the remote idle speed enabled for my PTO so I could set the idle speed with the cruise switch. They also were able to increase my road speed to 120mph...we know this truck's axle ratio would never allow that....but at least it's not 65 anymore.

300 RPM, doesn't sound like much on paper, but I know it is...and y'all do too. This is all EPA nonsense that won't allow them to do anything to these trucks. Talked to a whole different Pete dealer also. Said it's very possible he could tweak some other settings to at least make the truck feel better. We'll see.

"Tweak" is absolutely possible at the dealership (legal) level. If you have them bump that 1700 to 2100 you will get what you are looking for.
