When you raise or lower the cab airbags, the axles rotate forward or backwards a couple inches. If the brakes are locked, you can hear the pads popping as the torsion makes them twist in the drums. Is that anymore stress on the brakes then a hearty tug test? I try to disengage the brakes before I drop the bags when possible, but if I'm on a slope that's not an option.

On a slope? Leave your parking brake off. Pop the air to the trailer or use the hand brake if available. Then dump your air.

Edit: and remember to set your parking brake after air is out of the bags.

Like you have observed, the axles to rotate a bit as the suspension comes down. The whole truck will actually move slightly as this happens, so no real additional stress unless the truck is prevented from moving such as connected to a trailer and the trailer brakes are applied at the same time too.
