Have to go up over Flag that way. That is considered mountain. Then on I25 you have Glorieta and Raton in New Mexico.
uh, don't forget flagstaff,AZ and north out of Albuquerque in the winter up by Santa Fe,Nm ? not so fun

You would end up burning more fuel avoiding the grades than you would burn going the shortest route.
