Update: scan tool should be here tomorrow. I did an injector pin out test today and from ground to power I am right in spec averaging 1 ohm. From every pin every pin to ground I have absolutely no change. It never leaves O.L.

I believe my next step other than the scan tool is to do the same test at the injector. If the results are the same then the fault is in the injector, if the results are as it should be then the problem is between the injector plug and the IDM plugs. Correct?

The resistance of the injector coils is 0.7 Ohms to 1.5 Ohms. If they are within range they are good.

The injector wiring harness has some severe damage. I believe the insulation was dry rotted and started to flake off with all the work being done. A new one has been ordered. I will update after that is installed.
On page 491 on the manual it says "X1–2 to gnd, X1–19 to gnd >1kΩ". Since I know the injector harness is faulty I put my DMM leads on a known good ground and then to each of the pins on the injector, and it doesn't register any resistance. Am I misunderstanding the instructions?

You need to measure between the pins in the plug for both injector coils on each injector.
Pins X19 and X2 are pins A and B blue and red wires at the injector plug. Measure the coil resistance there.
Measuring between the pins and a good ground as well for internal short to ground.

Okay I think I know where I was misunderstanding. Pin X19 to X2 gives me 1 ohm, right in spec, I got that.
When I measure from each pin to a ground and get no reading, that is good, right? If I were to get any resistance that would indicate a open circuit within the injector.
I apologize for my ignorance on the subject. I have never had to work on vehicle electrical circuits so this is all very new to me, but I am excited to be learning.

You are correct the resistance from the pins in the plug to ground should be greater then 1K Ohm or 1000 Ohms. so they measure good for that test.
Now you need to test the resistance of all the coils.

I did not do anything for the past week while I waited on the NexIQ usb link to come in. I went out this morning and started to turn it over while monitoring the data and I now have zero engine oil pressure. The DTC's were the same at 424 425 426 (Low side to high side open) and 124 ICP low. When I tried to do a key on engine off test it kept aborting and saying the engine was running(don't I wish). When I tried to do a KOER test it would abort due to active DTC's.

Currently injector four five and six are all just out of spec at .6 ohms.

I would chase your low ICP first. Base engine oil pressure should be building pretty much immediately 2, 3, 5, 10, 15 psi like that when cranking and ICP right behind it, 100, 200, 350, 450, 600, 800 like that with in about 5 seconds or less. ICP will only build if base oil pressure is healthy since base oil pressure feeds the high pressure pump.
