Any recommendations on where to start that process? Is there a way to confirm the oil pump is functioning properly?

If I pull plug #19 and turn the engine over, I should get oil flow if the front pump is functioning, correct? I believe the only two things that could fail is the front pump and the regulator valve assembly(#3).

I gotta ask, did the 2 bolts that go through the front cover into the pickup tube get tightened?
Feel around behind the harmonic balancer at the bottom.

Yes they did. At the beginning of all this I thought the timing may be off so I pulled the pan, dropped the pick up tube, and removed the front cover. I made sure the pick up tube gasket was good during reassembly.

On January 14th I had the mobile mechanic come out with his scan tool and that's when we determined the injection harness was faulty. His scan tool showed the cranking ICP at 783 on that day. The only thing done between then and now was replace the harness.

Two things for ICP, remove the oil temp sensor, which is next to the high pressure pump on the rear of the front cover. This is mounted at the bottom of a little oil reservoir inside the front cover that feeds oil to the high pressure pump. This reservoir should be full of oil all the time, even after shut down. So after sitting over night, if you remove this sensor, oil should pour out.

Next, easy spot for mechanical oil pressure test is the oil feed line to the air compressor. Remove from the air compressor and install a mechanical gauge there. It is ok for the air compressor to not get oil during cranking or a few seconds of running to confirm oil pressure.

I will check that oil reservoir shortly.
I have hydraulic brakes, but I did notice there is a spot to put a mechanical gauge right at the oil pressure sensor. I'll just need to get the correct fitting to attach a gauge.

No pressure on a mechanical gauge placed at the electronic oil pressure sensor, and no oil came out of the reservoir in front of the high pressure pump. Also I believe the oil pressure relief valve is in the closed position when I removed it.

Today I used my hand pump and used the plug on the oil filter housing I mentioned earlier to give the oil system a little pressure. I pumped maybe a quart and then turned it over and it started building pressure on the gauge right away. Let it sit a few minutes and tried again, built pressure on it's on. Unfortunately the battery was almost dead, and I could not get my NexIQ to link to ServiceMaxx to actually measure any parameters.
I am just trying to update this post as I do things so I do not forget to add a detail later.

Ok, right now I would say you have a base engine oil pressure problem. Front sump oil pans have the shorter oil pickup tube which are prone to cracking because of how short they are and can't flex enough like the rear sump tubes that are longer. This is one thing to look for.
