So the last month these two drivers fuel filling characteristics have changed. Do you think fraud is going on and what exactly would they be doing?

What some drivers use to do is "sell" fuel cheaper than pump price. Your driver lets it be known he will sell bosses fuel (card) for , as an example, $2.00 a gal. Buyer pulls up to pump, your driver uses his fuel card to pump in 50 gal. Buyer pays your driver 50 times $2.00 ($100) You, the owner gets the bill, however you got no fuel. Your driver has an extra $100 in his pocket. Hopefully, it slips by your eyeballs .

Any other changes such as route, commodities in the dump body or recent mechanical work on their trucks? Any changes to pay structure or dispatching that woukd result in the driver modifying their behavior, i.e., rushing more often?

Weather and seasonal difference can affect fuel economy, but not that wide of a swing, so unless there are other factors not concidered, this is likely fraud.
