We're looking to purchase our first truck. My partner had a CDL years ago and is getting his license again. He already found a truck he likes: a 2009 Western Star. From what I read, EDL are required for trucks newer than 2000 unless they have an older engine. The one he wants to buy has a Detroit 60 that was manufactured in 2018 (per sticker on engine).
It does not currently have EDL. The seller said the truck isn't set up for them and therefore, they're not required. This contradicts what I've read. My question is if there could be a scenario that such a vehicle would not be required to have EDL. And if they are required, what would be the cost to comply?

Re the cost to comply, there are many ELD solution providers you could check with, including HOS247, Smart ELDs, TT ELD, Blue Star ELD, and many more.
As for whether it's required, per https://www.fmcsa.dot.gov/hours-service/elds/general-information-about-eld-rule it seems so:
Q3. Who must comply with the electronic logging device (ELD) rule?
A3. The ELD applies to most motor carriers and drivers who are currently required to maintain records of duty status (RODS) per Part 395, 49 CFR 395.8(a). The rule applies to commercial buses as well as trucks, and to Canada- and Mexico-domiciled drivers.
The ELD rule allows limited exceptions to the ELD mandate, including:
- Drivers who operate under the short-haul exceptions may continue using timecards; they are not required to keep RODS and will not be required to use ELDs.
- Drivers who use paper RODS for not more than 8 days out of every 30-day period.
- Drivers who conduct drive-away-tow-away operations, in which the vehicle being driven is the commodity being delivered.
- Drivers of vehicles manufactured before 2000.

The seller is wrong... that truck is required to use a eld and yes it is setup for one..
The truck has an electronically (computer) controlled engine and eld's use the plug-in diagnostic port in the dash.
Cost will be $200-$800 depending on brand. If you have the right rand mcnally GPS they make a add on eld that plugs in the truck and uses the GPS for the eldBean Jr. Thanks this. -
Well, the truck doesn't have a 60 Series manufactured in 2018. That is for certain.

If it’s actually exempt and he should provide paperwork Then it would have an early DDEC manufactured in the 90s and rebuilt

Thank you all for your input. I'm completely new to this and appreciate you taking your time to reply. My partner has more knowledge, but has been out of the loop for a while. The seller said it was a new Detroit 60 engine. I had taken a picture of the label and just looked at it. Big Road Skateboard was right... the label says Detroit Diesel Remanufacturing East.
