I have a 2004 Western Star 4900 with a 14L Detroit and 10spd Eaton Ultra Shift. 2 peddle.
The problem is stutter shifting. Most prevalent 4 and 5 gear while turning also down shifting 10 to 9.
The other problem is the engine misses when under a load but not continuous.
Seems like a fuel restriction. Fuel filter is new.
I've spent thousands on the transmission. I don't think it's a transmission issue.
I'm at a loss a could use some help.

does it seems like the truck is coughing when it missed with a 14L detroit it's usually turbo or boost sensor, most of the time the vanes do not respond as quick as they supposed to and you get the cough plus a puff of black smoke.

Has turbo been looked at? If you are using the VGT turbo replace it with a BW 141402x or equivalent no waste gated turbo. And program the ecm also.

Yes,
PDI turbo with new exhaust manifold, however getting good boost has been an issue. Started at 19 # after thee times back to shop they have achieved up to 29#. Before the upgrade the engine was producing 33-36# of boost.
I've questioned if the correct turbo was installed and they said it was correct.
