What county in FL was this? Depending on workload of Sherrifs dept or local PD--they do not like to get tied up in this.....
May I suggest you gather all your evidence---pictures--letter from Publix allowing it--names #'s of towing company---statutes you are using---and make an appt with--county state's attorney---they are the ones that file charges anyway--and have their own investigators....
You may get better results this way---especially if you have done all the legwork....
Which is basically what the state's atty office requires leo's to do before bringing thme the case to file charges

You might b better off trying Polk where the wrecker is from....because even though Osceola has a seperate SA office in Kissimmee,,,,it's actually part of the combined Orange,Seminole Osceola ,states attorneys office and they are lil harder to deal with due to size and Orlando politics
