Was getting oil change done and tech noticed I have fan pulley bearing noise, advised me to change it out soon. Are these complex, require specialty tools to change out?

A press is all you need to rebuild it If its a bad bearing the fan can stop turning and throw belts off,You can buy a new one for a small amount of cash more than a rebuild kit, if its run till it breaks your fan can hit the rad, costing more cash till parts can be sent in to fix the truck where it broke down??

Depending on which one they are $200 to $400. Easy to change with just hand tools. If you can change a belt you can change the pulleys.

That jagged mounting plate in my picture above is cast iron, and the vibration and out of balance stresses snapped it off the block at 1500 rpm,
and slammed all of it into my radiator.
Just that stupid part was $600.00.
With radiator, and belt, and tensioner it's $2,000.00 of needless repairs.
I thought I would get to it Saturday.
    Wrong.

Every time I go under the hood now - I give it a spin and a wiggle.

If I remember right, that would be the belts themselves making that noise, because one side on the big cams was a long ways between pulleys, no real cure for it, unless you somehow added an idler. At least I think it is the big cams I am thinking about. When it is idling look at the belts and see if you ca't see them kind of slapping on the long side.
