I have a 40ft chassis with a 40in ground clearance at the kingpin rub plate. Can the 5th wheel on a semi be lowered enough to couple to this kingpin height?

Does this chassis not have a cranking landing gear?

Your tires are going to be the limit of how low you can go even if the plate can drop further. 295/75R22.5 are among the shortest at 40 inches.

The chassis has a landing gear system that can raise it higher. Was just concerned about a worst possible condition since I read somewhere that 48in is the limit. I appreciate the response.

If I’m understanding your question correctly, just need to crank the landing gear a turn or two. I had this problem when I first started hauling Intermodal. I was 13.8 with the container and I had to crank a few up higher just to be able to get underneath and hookup. Also had to buy 22.5 insteady of the 24.5 I always ran. Low pro 5th wheel can help too. Can actually pick one up at a semi truck junk yard for pretty cheap.
