No reason you couldn't. A no ground plane antenna won't be as efficient as one that has a ground plane, but it should still work. If propagation is good you can DX with 5 watts and a coat hanger.

TO answer the question, a NGP antenna uses the coax as a ground plane or an rf ground, which is why they don't work well outside of a boat or car, many times they are just a stop gap measure to get to use the radio.Another Canadian driver Thanks this. -
You would certainly get better performance attaching a few 1/4 wave radials, which would be about 9ft for CB frequencies, and laying them out across the roof.
