A day ago I noticed diesel was leaking from my Davco fuel filter and the fuel level was abnormally high (shop replaced it fairly recently). It seemed to be coming up all around the housing, made me wonder if the oring wasn’t seated properly. Bought a filter and the removal tool. Problem is, when I drain the diesel down to a level just below the lock collar, when i pop off the top cap, it immediately starts filling back up with diesel to the same high level. I think I probably drained 2 gallons of diesel before I gave up. I can’t even take the housing off

I did discover that the vent line was disconnected from the little filter thing on the passenger side tank. IMG_3853.jpeg IMG_3854.jpeg

The fuel fills back in with the truck off, forgot to mention that

1 - The top cap (vent valve) should be removed first.
2 - Open the drain valve and drain completely then close the valve.
3 - Use the wrench to remove the collar.

I'm thinking that by not removing the top cap first a vacuum was created causing the filter to fill back up.
Obviously there should not be any leaks. Check the o-ring carefully. You may have to buy another one. Also make sure the correct filter was installed.
Try the steps above and post again to let us know what happened.
See page 17 for filter change procedure.

I tried draining it with the cap off. It just flows out of the valve below like gangbusters. Like it won’t stop. Filled up about a third of a five gallon bucket before I shut it down

In your original post you stated: "Problem is, when I drain the diesel down to a level just below the lock collar, when i pop off the top cap, it immediately starts filling back up with diesel to the same high level."
You say that you drained first then removed the top cap.
I would start the truck, let it run a minute or 2. First remove the top cap, then drain. Let us know what happens.
Remove the tank caps and see if there is pressure. Try draining with the caps removed.
The tank filter may be plugged and needs to be changed,.
