Specifically hotshot no you don't need a CDL, but...
You need a CDL if any of the following are true....
    1. Any single vehicle with a GVWR of 26,001 lbs or more.
    2. Any combination vehicle with a trailer GVWR over 10,001 lbs.And GCVWR of 26,001 lbs
    3. Any reportable quantity of hazmat.
    4. Any bus over 16 people

With hotshot, is almost all trailers a hotshot would use, will be over 10k lbs, but the kicker is truck and trailer may or may not be more than 26,001 lbs. Which also means it needs to be a Class A, as it's over the limit for a trailer size for Class B
