You are focusing on the wrong thing. Quite frequently irreverent data is ignored. The ticket wasn't for overweight, it was for overhang.
There is simply a box on the form for registered weight, the officer put in bad info. As it does not affect the citation it's unlikely the judge will toss out the ticket for that.
