People do reserve rental cars and then when they go to get the car, there are none available. I've seen that at airports. Once you rent the car, you can keep it longer if you want as long as you pay the rent.

Rental car agencies are in survival mode,with a good portion of them selling their fleets (Hertz,Avis) to scrape up cash during the pandemic,plus the global chip shortage has made prices of cars high.

Car rental prices are ridiculous in Hawaii.
Wife's brother is there right now, and he wouldn't pay 1k/ day... yes, 1000 dollars a day... to rent a car.
