    That was a terrible job by the shipper. Why double stack that pallet when 2/3 of the trailer was empty. The driver should have insisted it be reworked.

    It may have been a preloaded and sealed trailer,with no way for the driver to have seen the loading process.

    By the number of placards holders Im guessing more like ltl.

    And while the double stacked pallets with no dunnage or securement is bad - those pails were going to be rolling no matter what. They're not banded or shrink wrapped, just held in place by an etrack strap above the top of the pail.
