If theres no brakes on it, refuse to drive it, theres nothing they can do to you if you do, other than fire you-then you could report them to D.O.T. if they did that. You probably don't want a lecture right now, but @justa_driver makes a good point. The next time you have a maintenance issue, you're going to have to get a set and refuse to move the truck until it is resolved. Hopefully this incident showed you the consequences of not doing so.
