How bad is a CHP warning tied to a Level 3 inspection?

    Ok, so since this man hasn't responded, I'm going to assume it's the same guy that posted the video on YouTube, asking the exact same question. It was his wife driving down a hill in California, with a posted speed limit of 40 MPH. From the trucks dashcam video posted on YouTube, the CHP was sitting wide open, in plain site, on the right shoulder. As they went by, it was one of the CHP's in the commercial pickups. After an inspection, the officer told them he gave them a break and issued them a WARNING for 65 in a 55 zone, instead of a ticket for 65 in a 40, because 25 MPH over would be a Misdemeanor. This guy said it was SAFER to drive 65 MPH downhill than it was to drive 40 MPH because they would use more brakes trying to hold it to 40 MPH. They were empty...:dontknow:
