My guess would be the driver doing the unload likely skipped a step while unloading, or didn't double check his connections and a leak happened, ignition took it from there.

 

Sense the people smelled gas while it looks like they where delivering gas Im guessing they didnt have the vapor recovery hose hooked up like they are supposed to. So some how the vapors found an ignition source and thats all she wrote. The multiple explosion where most likely the different compartments going up as most gas tankers are 4-5 compartments.
