So I have a guy signing on. Still in the process but he's already de-leased from his current carrier. How can he go pick up a trailer he just bought? So he has no cab card, no decals, but has his insurance for truck and trailer. Isn't it called a trip permit? And you can get them at the weigh stations? Kinda like a fuel permit?

Hunter’s permit. I believe he would have to get one for each state he will run through.

Some states sell them at the scales others you have to get prior.

If it was me I’d just go get it and move on.

He should be able to move the truck around on a Hunter's Permit and claim he's not using it for commercial purposes.
