The Input Shaft isn't keyed, the Output Shaft is keyed so you can reinstall the Pitman Arm in the same place.

ok so i just got to make sure i get the steering wheel lined up.
do i need to raise the front axle off the ground at all? -

so i installed the gear box. the steering wheel moves nicley in one direction snf very stifff in the other. is it just air do i just keep working it back and forth or what do i do?
-
also the steering wheel isnt lined up so im assuming i didnt get the pitman arm on the output shaft properly. there is a line through the output shaft. does that line up with a mark on the pitman arm? i didnt see one. i just tried to line it up compared to the old one

No line on the pitman. The line on the end of the steering shaft must be centered with the split/gap on the pitman arm where the bolt tightens the pitman. Or your steering wheel will be off center.
