I'd be far more concerned about what the diff housings look like than the frame. Nobody washes stuff properly and diff housings are usually the first casualty.

It really doesn't look terrible based on what I'm seeing on a phone screen. I've seen far worse on the roads. I bet if you got it all cleaned up and repainted it'd look just fine.

Most places just do the rattle can spray job over the rust. I’m not saying that’s the right way, but just depends how much work you want to put into it.

Can you take int anywhere for a mechanic to look at or over a shaker? The chassis is one thing, but bushes, brake linings and shoes, air bags perishing, or how long does it take to air up. Coolant leaks, air con, power steering, hydraulic lines, wheel bearings and on itty goes, every one of these items can tap 3K+ easily.

We cant tell if thats a good truck just by looking at some photos , you need a mechanic to look at it and run tests
Many places will change the oil and give it a nice tune up but thats just so you cant do a proper oil analysis
