Fuel tank straps loosen up overtime, especially if there’s only one nut clamping down the strap. You want two nuts per strap to help keep them tight. The document below is for the tank straps on a Freightliner Cascadia. Reefer trailer tank straps are smaller, so the torque spec could be lower.
