in my state, the clean up is billed to the trucking company. this includes,. police, fire, rescue (ambulance in some areas), even the coffee truck for the clean up and emergency crews.
also, including, any road repairs, bridge repairs, repaving, hauling away that debris.
maybe what should be done, is start to allow other trucking companies, to sue the offender, for time lost, refused loads as in reefer loads, tolls, wages if by the hour, detention for those that are paid by the mile.
all that would be needed, is the proof of being there, via ELD, or satellite location.
let's see then if these offending companies continue to hire morons and how long they stay in business.
