That bolt is called a stop rod, and you're only supposed to have one. It is not structural. It's a long bolt with a spring around the middle section, and it threads into a square plastic nut that fits into a recessed area underneath. You should be able to press it inwards and get 1/4" of play, otherwise it should be adjusted.
The empty holes are normal.

While it's latched around a test kingpin or a trailer, you should have 1/4" play. I'm not sure about unhooked, since I haven't pushed it in that position. But I would think so, since you can see where the bolt contacts the wedge/locking jaw mechanism, and by pulling the release handle it creates a larger distance. You should be able to push it in as far as that spring's tension will allow, or I guess until the square nut falls out of its guide if that's possible.
