    If you read the post from the top down it says JB Hunt please don't litter, maybe that was the only way they could get Hunt drivers' attention to pick up his/her trash.

    I can only assume that they are paying some fee to put those up there as advertising, or somehow they are contributing to the upkeep or financial support for the sites and in return they get to hawk their wares.

    IMAG0420.jpg The guy at the fuel island there thinks its some kind of solicitation and that it took a lot of effort to put up. Its not reserved parking.

    The rest of the service areas I passed by had the same thing , just on one pole . I guess could be worse , festooned all over like a sponsorship.
