    what kind of bolts go here? I’ve never seen a bracket like this.

    Nylon inserts that snap in. Than the screw or a 1/4 in. bolt threads in.
    The Help section at auto parts houses have them for license plate fasteners. Strange that they weren’t included on that bracket already.

    My recommendation is to use stainless bolts and washers. Try 3/8×1/2"
