They are required by some shippers, but as far as I know, they aren't required by law anymore. You just have to take additional load securement steps without one. But as @Razorwyr said, they are worthless for stopping a moving load anyway. They only work good when the load is already bumped up against them to begin with.

For the record this is why i never put straps on rebar. This is a chain load , always. Unless its painted pre fab rebar and customer doesnt want sratches in paint. I have hauled enough rebar to make me throw up thinking about it . It takes a long time to secure it correctly. If ur lazy this is what happens.

Forget the legs-this guy is lucky to BE ALIVE IN GENERAL!! The same can’t be said for quite a few flatbed drivers that paid the ultimate price for having a load shift right thru their tractor-right thru them!!
