They are required by some shippers, but as far as I know, they aren't required by law anymore. You just have to take additional load securement steps without one. But as @Razorwyr said, they are worthless for stopping a moving load anyway. They only work good when the load is already bumped up against them to begin with.

Razorwyr, Bud A. and D.Tibbitt Thank this.

But a belly wrap is only required if a load is a certain height and weight isn't it? This load didn't appear to be two feet high. But still, nothing to keep it from sliding under the straps.

Because he most likely had it overhanging the front of the trailer.

For the record this is why i never put straps on rebar. This is a chain load , always. Unless its painted pre fab rebar and customer doesnt want sratches in paint. I have hauled enough rebar to make me throw up thinking about it . It takes a long time to secure it correctly. If ur lazy this is what happens.

No u are thinking of a belly strap . Or a strap that covers multiple tiers.. A belly wrap is a chains/strap the wraps around the freight and chokes it together... different terminology gets thrown around . But i call it belly wrap or choker chain

Is this an argument for cruising with feet on the dashboard ... or against?

If it wasn't hanging over the front of the trailer, he could have built a bulkhead with his dunnage and a chain as close as possible to the load. It would have helped tremendously. Then again, if he didn't rear end something he wouldn't be in this situation either.

Forget the legs-this guy is lucky to BE ALIVE IN GENERAL!! The same can’t be said for quite a few flatbed drivers that paid the ultimate price for having a load shift right thru their tractor-right thru them!!
