I'm not understanding the parked legally statement. And why the dude pulled off on the shoulder of southbound I-5 to update his logbook.
If he hadn't stopped. The car would still be alive. MAYBE. Obviously he was distracted. -

Nothing Further to even Discuss...Other Than Maybe WHY couldn't the Truck Find a Rest Area or Truckstop, BECAUSE its a PIA at Night to Find Comfortable Parking- Ahh The Whole Motoring World is a Mess- No room Anywhere-

Sure, there's places to park. But that shoulder don't look like a good place to park. You can see the line and it's just wide enough to fit the truck. And he's still in the population zone. A long way from the sticks.
Google isn't really showing any safe place to be parking between S.R 18 and the scale.

I remember the same thing happening when i first started driving commercial. 17 years ago. Only this truck was climbing parleys canyon. He wasn't parked.
