    I won't vouch for every state but unless you're in Vegas or the boonies or a left lane freeway ramp. It's generally not a good idea to be in the left lane.

    Specially since you're probably slower then standard traffic.

    It can go on your mvr only if your home state enforces the same law as a moving violation. Just merely getting a ticket doesn't mean you can't fight it.
