New driver, issue with insurance

Hy
I want to hire a new driver. He has 10 years experience from Europe and he has a US CDL, but if I want to put him on my insurance policy they can't let me because his CDL is too new. How can I put him on my policy or do you know about a agent(company) who will do this for me?
