New final rule from FMCSA regarding non domiciled cdls being published Friday February 13 2026

    A couple of cliff notes regarding this… In this video, you will see that they are severely limiting who can get a non-Domiciled CDL and they are also eliminating employer authorization documents, essentially work authorizations in the United States as legitimate documents to obtain the CDL because those documents and those drivers have not been properly vetted to be issued a CDL in the United States.

    I can tell many of these foreign drivers are disappearing… As up in New York State last night near the Massachusetts line pull into the loves at Cannan ny at midnight eastern time and there was parking all over the place in there… Even half the service areas across the New York Thruway were empty in the truck parking areas

    That is because alot of them have resorted to driving at night time so scales are closed, the increase in truck traffic at night has been crazy over the last couple of months.

    Exactly! Go into any truckstop along I-75 or I-70, after 10pm, and you’ll question what country you’re in.

    What most of them speak English then now. Honestly I haven’t noticed. But try not to speak much. Not a talker.

    So unfortunately a lot of YouTubers report on something written by someone else or report on something someone else says without ever checking the original source. They often just become the second or third caller in 'Telephone game.' That is what we have here and her update is even worse.

    I skimmed the very long document, it is basically a return to the 'non-domiciled CDL' rules of 2011. All, non-domiciled CDLs have to be employer sponsored h2a, h2b, or E2 visas with term dates same as visa. No 5 year 'non-domiciled CDLs '

    I am not Sean Duffy fanboy, but the it does look true to the proposed rule.

    According to the document, it should remove 200,000 some non-domiciled CDLs. They expect to only have a few hundred non-domiciled CDLs, company sponsored only, non-domiciled CDLs a year.

    If it holds up, it would be a big deal and huge change.

    The guidance, that I have mentioned from Ray Martinez, that caused this whole non-domiciled mess is called out and repealed in this ruling.
