Transloading the modules isn't a feasible option without a good size crane. That being the case, would it make sense for us to own our trailers and use a Mexican carrier to bring our loads to Laredo and then contract with owner-operators for Laredo to CA? Our modules and trailers going straight through.

Also, three to four round trips a month per truck is ambitious but perhaps not realistic. Heavy haul work is almost totally dependent on good timing for the loading and unloading. Cranes, forklifts, whatever you plan on using to unload have to be there. Every time.
We have some really experienced heavy haul owner/operators on here. They can help you decide if you really want to do this. -
I have reputable manufacturer that can deliver custom trailers in 10 weeks. I also have a lease option for standard extendable drop decks or flatbeds. We'll have a substantial rear overhang with the stepdecks, I'm not sure the modules will take this. With the extendable flatbeds we're at 15'6". How big an issue is this likely to be? -

I was thinking 3-4 trips per month, not per week. It's a 3000-3800 mile roundtrip depending on where we're delivering too. -
Good luck. I've never taken a truck into Mexico and have no intention of going but I watched my cousin, a tuna fisherman out of San Diego, fight to get his boat back when it was falsely seized by Mexican authorities.
