Probably take what you can get, just to get started. That will at least get you started on getting some experience and making plans to change domicile.
South Dakota seems a simple way.
Also, One driver on here used this website to change his domicile. He said he changed his CDL address also.
He wanted a North Florida domicile. I think they can set you up in other states, from what I've read.
