It’s interesting that they’re on gravel. The whole thing looks like a county work crew cleaning culverts. I’m not defending it, but that’s a pretty common thing for them. They’ll idle along like that from pipe to pipe looking for blockages, then drop the deck and go. I’d be shocked if the operator wasn’t in the cab, playing on his phone!
