No way around pay to park at TA?

Sounds like you are making fun of me.

However, a truck stop could be considered an Innkeeper.
They provide a place to sleep, and especially if they are charging money for the service.

 

I've never seen lizards at that TA.
Maybe you look harder for them?

In fact, most truck stops are entirely free of them now.
