Essentially I'm looking for a company with paid CDL training (i have no permit, experience, training anything) plus a pet policy for one small dog (under 25 lbs) and preferably doesn't do hair follicle testing.
I'd appreciate links to any carriers that meet these requirements and thank you so much in advance!

Some companies look at misdemeanor charges on a case by case basis and yours being 3 yrs. old probably won't matter. Most companies only require you to have a license for 1 yr.
Try Titan Transfer: a few months ago a student there posted they don't provide lodging, but do provide meals. He said there's a cheap motel across the street from the terminal that gives discounts to Titan students. Maybe they'll take a credit card if cash is tight.
