According to the article,Australia’s Department of Agriculture,Fisheries & Forestry said a range of UNDECLARED RISK PRODUCTS,INCLUDING THE FAST FOOD ITEMS were detected in the passenger’s rucksack by a bio security detector dog named Zinta.
FMD(foot and mouth disease) can be carried by live animals,in MEAT AND DAIRY PRODUCTS ,as well as on clothing,footwear and even on luggage of people who’ve come into contact with infected animals.
Basically the moron got fined because he didn’t DECLARE those sandwiches like he was supposed to, and Australia took him to the cleaners for it!
When you go to these countries you have to declare ANYTHING they require as necessary(full disclosure)!

Australia has been disease free for years due to our border security. We have very little disease in our animals and plants and we like to keep it that way. If declared it it would have been thrown in the bin, nothing said. Before you land in Australia you must fill out a tick box declaration, so he would have had a chance to declare it but decided not too

Like I said previously,even Hawai’i is strict on this sort of thing,especially if you’re bringing live animals to the islands-they have to go through a strict quarantine protocol before they’re allowed to be released. At the airports there they even have an “amnesty box”-you’re one chance to get rid of something that could be confiscated-no questions asked!
