Passenger when bobtailing

    But he said.. "OFF DUTY" multiple times if unladen/bobtail. (somewhere in there)

    Even PC can't be used from Omaha to Chicago.

    It's a "reasonable distance".

    Say I am off duty have my numbers covered on truck . Would it still be personal conveyance if I used my tractor towing boat to the marina and put boat in water?

    Dosn't need to cover your numbers. Might even cause DOT to take a closer look at you when they otherwise would not have.

    Currently there are 2 guidance and no laws about PC.
    1. To/from lodging restaurants.
    2. Terminal to /from home.
    3. Unladen (but not relevant here, as unladen means no load, and personal property is not a for-hire load)

    Now that being said, pulling your own boat (carrying the title in your name to prove you are moving it in a not for-hire move) is 100% personal and as such you would likely have to tick off an officer to get in trouble for it.
