Exactly. I live in Western. Crawford county and they tried to open a industrial park. Well let's say it is all set up with a wide blacktop driveway and all. Except they have no one in it after at least 5 years. It is only a mile or so off I-79 exit 141. Pa is a big joke when it comes to getting industry in. Ohio and other states kick Pa' s butt when it comes to that.

That's the way I read it and appears to be what's happening to the OP. Take load from a PA based broker, from say TX to CA, and PA wants 3% withheld up front.
PA is only doing this to sole proprietors on 1099. It appears they're banking on individuals not having the resources to challenge it. -

Maryland on up north is an armpit.
