    This is a broker, and these people are a real pain in my hind end at that.

    I posted a while back about a delivery of about 5000 lbs of hardwood flooring going to a residence. The standard procedure where I work is to call ahead for residentials and schedule an appointment. It wasn't done with that shipment, because the bill said "Do not hold freight for any reason".

    I had another one today, another residential that nobody called on. It too said "Do not hold freight for any reason". Fortunately, that shipment was nowhere near as massive as that flooring delivery, so I could move it around in the truck easy after after I attempted delivery and found nobody home. What a surprise.

    QWE Logistics can go to hell.

    Sometimes shippers put standard boilerplate statements on shipping documents that really have no bearing on the load. I get them all the time on loads of starch, and will find instructions claiming that I need safety goggles and hard toed boots when I don't need them, or that the plant only accepts loads at certain hours when they are 24 hour delivery times. Some of these statements were put into the system years ago by someone and are no longer in effect. You have to develop a feel for which ones apply and which ones don't. I don't do residential deliveries, so I don;t encounter some of your problems, but any time I have suspicions about a delivery, either I make a phone call to the receiver, or I call my dispatcher and ask him to double check the issue before I get there.

    From where I sit, if there is no one there to receive the load, then I didn't make any kind of delays in getting it there. They have to be there to accept the load, it's one of the elements of what makes up a delivery.
