Caltrans, ugh! Even if they can't find a problem, they'll make one up!
I remember my first Caltrans inspection at Truckee, CA; She checked all my brakes, starting from the trailer, going to the tractor (I'd just adjusted all of them in the lot at the 76 in Reno about 2 hours prior). Getting to the last drive brake, I saw her remove her 9/16" combination wrench from her coveralls pocket, adjust something, then put it back in her pocket. She wrote me up for "brake out of adjustment", I went around to the parking lot, got out, adjusted it back, then got right back in line. Honestly, I don't know why they put a window into the inspection area if they were going to run such a blatant fraud....
Bunch of d@mn thieves there, probably getting kickbacks from the local repair trucks (which, in a place like Truckee, charge a fortune!).
