Risk for who? Biggest risk is pissing off the client.

I'd never work with you again. I'd also pull you off the load so fast your head would spin.
I actually kind of see it as stealing from the final carrier. You're taking capacity you can't handle and then taking a cut anyway.
I don't plan to double broker. Is it illegal? Or just immoral?
If it were illegal TQL would be out of business.
