You have to be really asking for it. If your vent is obscenely dirty from dripping oil or you have some other blatant cue you’re a slacker then maybe, but even then only during the daytime and only along major roads. Which is to again say almost never.
Out here in the Permian Basin, the desert is considered ‘adverse conditions’, just have your paperwork in order, correct placards, equipment reasonably clean, you’ll be fine. Every time I’ve rolled thru the Penwell scale, the trooper quickly hopped on the step, asked how many gallons of fuel I had on board, told him/her then every time he/she replied ‘thank you very much have a pleasant day’.
I never dealt with them in the Bakken. I saw some poor saps pulled over for inspections, but they were in obviously OOS equipment or the gauge on the back of the water tanker was pegged to the max (obviously overweight).
