From what i can gather. Looks like first suspect was dwi and caused crash. Third suspect was dwi as passenger and trying to cover up at scene first suspects actions. Driver of truck that hit her was entitled and decided to pass traffic that had stopped for accident and put himself right into ground zero.

i’ve seen it many times were entitled ones zip up in the lane right up to the cop car or fire truck blocking the lane and then push their way in to the only moving lane to almost cause another chain reaction crash because that lane has to yield for that clown.

 

Yes. Bright lights from emergency vehicles on the roadside do present their own hazard.

Additionally, those bright lit billboards with the flashing letters or the scrolling marquee are also a hazard. One in particular I recall during my I-5 running days was a Ford dealership right along the interstate in Corning, California. It was eventually shut down for reasons unknown to me.

Lastly, I went under a state gantry message board stretching over I-24. It's right at a blind curve on an apex before going downhill. The worst possible placement.

All in the name of safety.

There was never a true need for non-domiciled drivers in any scenario. FMCSA had a pilot program of 18 year old drivers but they let it sunset last fall mostly due to a lack of interest. The vast majority of young adults 18-20 don't want to drive trucks. Nobody wants to put in the long hours required of trucking for the substandard wages.
