I've been thinking about this and I think education is the best we can do.
Technology sounds nice but the unintended consequences of attempting to relieve the driver of more responsibility scares me.
As for education though I'm not talking about educating people about the dangers of distracted driving. They already know, and just take a look at the number of drunk drivers we still have if you want to see how useful it is to spend money and time preaching what is known.
We need to educate people on how to minimize risk when coming to slow or stopped traffic. Slow early, try to warn others and make the slow down more gradual, don't stop to close to the end of the line, etc.
