Changed shocks, leveling valve air dryer filter and about a year ago a new air dryer. Air builds up to 130 and it feeds air to airbags but not enough for them to rise. Air dryer has two 1/4" lines coming from side ports one for sleeper bas and the other for axel bags they inflate fine so switched hose from ports and no difference no air leakswhat so ever. Sometimes after a few hrs they'll inflate like nothing is wrong.

This is one of those problems where we must think outside of box. You say you have swapped air lines with no results I am assuming at least one of the lines has pressure coming out? if not than something is blocking between dryer and leveling valve follow lines back to dryer ensuring they are not pinched or there are no holes if that is okay check air supply at leveling valve if you have supply disconnect your delivery to cab air bag move leveling valve arm and verify operation of valve. If you cannot get air out the valve is it plumbed correctly as you say it has been replaced.

Push come to shove take the leveling valve completely out of the picture do the air bags air up with direct air pressure?

Checked outfeed port from dryer and is flowing air connected air lines and also flowing air, when psi gets to 130 it shoots high pressure thru air line but not constant slows down to little air enough to inflate bags but not to make them rise. Will play with leveling valve t ok see if it helps today. Thanks for the help

Pop the arm of the leveling valve from the bracket attached to the sleeper and raise it all the way up (with full air pressure). Give it a minute or to and the bags should start inflating. Try that, no tools required.
