Crankcase filter dirty or worn engine parts is my guess for the blow by ..

What are you checking? -

Thats just how isx act when crankcase filter is plugged up and when pull fill cap blow/by blows out fill cap, try to change oil filter one time in the middle of oil changes to make it last longer till next infrane?

Look under the truck, you will likely see blow by there too.
