393.104(f)(4) Was the regulation requiring straps to be inside the rub rail. If you look that is no longer the case. Here is the official government document where they recended the rule.

California doesn't have any securement regs of its own, as far as I know it's just a web page saying that they follow federal standards.

Only thing cali cares about these days. Just like every other state.
No tears over 1/2 inch. Or whatever the reg is.
Used to be a rumor about twisting straps. I called truckee to confirm. Tears is all they care about anymore.Diesel Dave Thanks this. -
